This project began with the development of a vision plan for the hamlet of New City, 25 miles north of Manhattan. With the nearby Palisades Center Mall, excellent public schools, Harriman State Park open space and easy access to Manhattan via the Pallisades Parkway or Tappan Zee Bridge, the hamlet has a mix of both a strong economic base and a desirable location for families and businesses. 

Over the course of the project, Behan Associates led the visioning and community outreach process, securing public input on key elements. Rebecca Nolan, RLA was the project manager for this three-phase project from 2011-2015 and staffed the field office in New City, NY. The project required a high level of coordination between team members, town officials, state agencies and utility companies to secure all the necessary compliance including environmental permits, NYSDOT review, state and federal grants, and state and county highway work permits. Streetscape improvements included new sidewalks enhanced with pavers and planting beds, street trees, custom designed light fixtures, bike racks, bus stops, crosswalks, seating areas, on-street parking spaces and traffic signal upgrades for the 3 mile corridor.
